The Energy Company Obligation (ECO) scheme is to swell from £640 million a year to £1 billion from 2022, the government’s latest fuel poverty strategy for England has revealed. The strategy, which also includes updated metrics for measuring fuel poverty, has been described as “overdue” but still “very welcome”.

The Department for Business, Energy and Industrial Strategy (BEIS) has proposed to change the metric measuring fuel poverty to include "all low-income households living in inefficient homes" to reduce the “apparent churn in and out of fuel poverty”.
