Dr Helm, professor of energy policy at Oxford University, also insisted that the government’s revised Electricity Market Reform (EMR) package remained an extremely expensive way of achieving security of supply and power sector decarbonisation.
He argued that the UK would end up with “higher energy costs” as a result.
Dr Helm’s critical comments came as the legislation began its detailed scrutiny in front of a Commons committee.
