DSR ‘needs licence mod’

Electricity distribution network operators (DNOs) may require derogations from part of their standard licence conditions to enable demand-side response (DSR) during the next price control period.

This is because the supply security standard appears not to recognise DSR, according to the Smart Grid Forum (SGF).

An SGF report highlighted the need for rules governing customer engagement by DNOs or third parties; and how network firms might access smart meter data without breaking privacy and ­security rules.

The cross-industry group assumed that costs would be socialised for accommodating retrofit heat pumps and microgeneration on the network, but it warned that this may not be the case if equipment causes power quality issues.

In that case, charging arrangements may therefore need amendment, and the potential liabilities communicated to customers, said the SGF.
