Most polluting spills occurred in the sewer or water network, according to the agency’s Sustainable Business Report published today, with only 19 coming from permitted sites such as sewage treatment works.
The environmental regulator said it was working with water companies to establish the cause of the rise in pollution problems.
The overall number of serious pollution incidents across all sectors fell by 4 per cent to 620 in 2011.
