The plant, developed by a joint venture between SSE and Forth Ports, is expected to generate 120MW of electricity and supply local businesses with up to 200MW of heat.
Up to 500 people are expected to be employed in constructing the £465 million plant and 70 to run it thereafter.
There are conditions attached on local environment and air quality, as well as the sustainability of any domestic virgin wood biomass used.
