MOSL names market performance director

Arthur joins MOSL from Wessex Water Services, where he has led preparations for the new competitive market as its head of wholesale services and business reform since August 2016.

He has more than 25 years’ experience in the water industry, having held various senior engineering, transformation and programme management roles at Thames Water and Bristol Water.

As the director of market performance, Arthur will have overall responsibility for the day-to-day operational performance of the non-household water market in England, including monitoring companies’ compliance with market standards and identifying and managing potential risks.

He will assume his responsibilities from the director of market services, Martin Silcock, and the director of market engagement, Tom Notman. His team will include the market operations team based in Holborn and MOSL’s field-based portfolio managers.

Silcock and Notman will continue to drive the development of MOSL ahead of the opening of the market and support the orderly transition to the enduring market.

The appointment of the director of market performance and imminent arrival of Jennifer Mackenzie as corporate affairs Lead on 6 March, completes the senior leadership team in readiness for the opening of the market.
