Block has more than 20 years’ legal experience, is currently a partner at Pinsent Masons. She has previously held roles as legal director of Postcomm, and legal advisor with the UK Competition Commission, which is now part of the Competition and Markets Authority.
She will take up her new role in September, and will be a member of Ofwat’s Senior Leadership Team. She replaces current general counsel Elizabeth Hillman, who leaves this month in order to have a career break.
Kozakova will join Ofwat in August, from Frontier Economics where she is currently a manager in its public policy practice.
She is an expert in competition and regulatory economics, having previously worked for the Competition Commission, Office of Fair Trading, and the Directorate General for Competition of the European Commission.
Ofwat chief executive Cathryn Ross said: “I am delighted to announce Jenny’s and Alena’s appointments. Jenny has a wealth of skills and experience in both the public and private sectors, and her expertise in economic regulation and competition law make her a great fit for us.
“Alena brings a strong track record in competition and regulatory economics to complement the skills we already have.
“We have an ambitious and exciting programme of work ahead of us and I know Jenny and Alena will make a great contribution in helping to deliver our vision of trust and confidence in water and waste water services.”
