The regulator has also confirmed it will continue with efforts to reduce the regulatory burden, harness market forces and engage customers.
Chairman Phillip Fletcher and chief executive Regina Finn said they welcomed the promise of water legislation and looked forward to a policy statement from the Welsh government in 2012.
The forward programme is open to consultation until 6 February 2012.
