MOSL names new market design director

He joins the company from electricity balancing and settlement firm Elexon where he has most recently been working on the Competition and Market Authority’s energy market investment.

Richardson will assume responsibility for MOSL’s market design team and will take the reins from current market design director Martin Shilcock on 3 January. The company described him as an “expert in industry code governance and market design” with almost 20 years of experience working in the energy sector.

MOSL was set up by Anglian Water, Northumbrian Water, and United Utilities to oversee the introduction of retail competition to non-domestic water. The appointment comes just months ahead of the opening of the competitive market in April.

Richardson’s specific responsibilities will include: assisting with code changes and the establishment of an enduring code panel; supporting the transition from the interim code panel to the new arrangements; managing regulatory affairs and water operations; leading MOSL’s liaisons with Defra and Ofwat; and helping to set up a new market performance directorate.

MOSL chief executive Ben Jeffs said: “I am very pleased to welcome Adam on board. He brings with him a wealth of relevant experience from a related market and will help MOSL increase participants’ confidence in the new market as it evolves and matures in the first year.
